Processor bottlenecking?

tl:dr; --> cpu bottlenecking performance(from what I know) specs below if you know what the issue is please suggest best course of action

Hello im trying to get help on an issue with my computer, first the problem.-->
Playing any game that is single player I will usually get great fps my video card is awesome nothing is usually a problem. I noticed when I bought gotham city imposters that my CPU (im assuming, and after reading this article http://www.tomshardware.com/forum/114642-13-performance-system-stuttering ) my cpu was bottlenecking my video card and my game performance. I got skyrim and it read my specs and suggested very high quality to play the game, certain things work great but heres the problem plain and simple from a newbie perspective.
(in my best phrasing)
my cpu cant handle alot of things, and it really struggles on multiplayer, the more things happening on screen the better chance I have to drop in fps which really bothers me. world of warcraft playing near ultra everythings fine, more players on screen the worse my performace gets and I cant do 25man raids with spell detail all the way up.

sapphire radeon 6950
amd phenom 965 black edition 3.4 ghz x4
msi 870a-g54 (motherboard)
1000 watt power suppy (power not an issue) my internet is not an issue i have >10mbps DL, and >4 mbps upload.

my friend said my motherboard and what I read, please tell me if I am wrong, is that it is limited to the phenom ii sockets. so im asking if there is a better phenom ii cpu I can upgrade to or if I can upgrade to an FX amd card (ex. http://www.newegg.com/Product/Product.aspx?Item=N82E16819106009) or if I should replace my motherboard and cpu altogether. suggestions anything would be great. sorry its such a long explanation.

would it not require overclocking if I installed the fx video card http://www.newegg.com/Product/ProductList.aspx?Submit=Suggested&Description=19-106?
and would I even be able to use that one?

1600 by 1200 usually I usually play most games at high settings with the draw distance down because thats what kills it, I have the sapphire 6950. I heard all the AMD's run a little hot but I have a temp app on the computer to keep track, and the motherboard has an "auto overclock" so not sure how to do that but can look it up.

Both your processor & graphics card should enable you to play at ultra setting with that resolution. Must be driver issue. Have you updated to the latest catalyst & used the latest catalyst application profile?

yea i update my drivers whenever it is possible, and have gone to device manager to check if there is an update. should I overclock and see how that affects my performance? or is it something else that I may have done to limit the performance?
 
Two tips - if you are using maximum graphics settings with WoW back the shadow quality down a bit. I could keep mine on low and never had slow downs regardless how many PCs were on the screen (have a Phenom II X4 as well). Same with Skyrim. I can run Ultra settings, but to get really smooth FPS I need to lower shadow quality to "High".
