Processor Clock Speed Drop into 0.70GHz

My Processor Clock Speed drop into 0.70GHz-0.77GHz while I use Nvidia graphic card and the clock speed back to normal speed or max speed when I use intel hd graphic card, how could it is happen? I have already asked to Intel and they said it is because of BIOS and they told me to ask to my computer manufacture about BIOS but, when i asked them I havent get any answer from them they dont reply my email and message.

Intel I5 3337u (1.8Ghz turbo boost up to 2.70Ghz)
Intel HD 4000 & Nvidia Geforce 710m
4GB Ram
BIOS Version : Phoenix BIOS SC-T V2.2
System BIOS : V1.2

 
Each core offers a base speed of 1.8 GHz but can dynamically increase clock rates with Turbo Boost up to 2.5 GHz (for 2 active cores) and 2.7 GHz (for 1 active core).

The CPU also features power saving states which automatically lower clock speed when not needed.

I would expect integrated processor graphics GPU Type: HD 4000 to make the CPU work harder.
 


do you have any idea how to fix that? if CPU automatically lower clock speed when not need is the clock speed drop to 0.70GHz-0.77GHz or to base speed?

I have already tried overclocked my GPU with MSI After Burner and EVGA and used Throttlestop but nothing change my processor still underclocking.
