Processor running at 2.81GHz instead of 4.0?

Today I've upgraded my processor for the very first time because I desperately needed an upgrade from my last cpu. I checked the speed in settings and it's showing at 2.81GHz instead of 4.0 which it was advertised for.

Am I perhaps misunderstanding something and this is actually normal?

The cpu I upgraded to is the AMD FX 8350

You would need to know your MB model, and, if applicable, sometimes even a Revision Number will affect which CPUs are supported...

It takes more than merely having the correct socket number with there being a bit of overlap in AMD's AM2/AM3/AM3+ run.....

Gather your MB info, CPU-z might give you all you need, typically...

Right at power on, is your cpu identified correctly during initial POST display , before entering Windows?
