Processor speed is slow

Hello,
My laptop is running on Intel core i3 3rd generation processor. But its speed is only 1.9 ghz. When I googled about i3 3rd generation processor it shows 3.3 ghz speed. Why is this difference? Is there any way I can increase it.
 
Increasing the amount of ram will have no affect on the CPU speed. It will only be beneficial if you need more ram.That CPU does not have turbo boost technology and 1.9Ghz is the correct base speed.

edit: Did not see that it had speed step, I would also see if you can enable it, or if it is enabled like Y0GI pointed out.

I would try setting your power plan to higher performance mode and see if that makes a difference.

 
According to INTEL (LINK) this CPU has a Processor Base Frequency 1.9 GHz, but it lacks Turbo Boost. However it does have "Enhanced Intel SpeedStep® Technology", which can be enabled in the BIOS to increase CPU speed during demanding apps. EIST will also throttle down the CPU speed at low loads.

Take a look at your BIOS and see if you can find EIST, and enable it.

Ok the processor is then ok. I have another problem . My computer turn on very fast but Intel Hd graphics drivers loads very slowly. And while it starts my computer not working . Not opening any app or local disk etc. But after it loads ( I know that from seeing the icon in hidden icons)my laptop works perfectly. Is there amy way to speed up this particular driver? I alrready downloaded the latest driver from intel website.
