Every now and again when shutting down or restarting, Windows tells me that "Program Manager" is running in the background. This sometimes prevents my pc from shutting down or restarting for a few seconds. This is a new build I recently put together and installed Windows 10 Pro on. I did not experience this issue until I started to install the drivers on my Mobo manufacturer's support page. I've tried sfc /scannow, which did find and repair corrupted files, but the issues still persist. BIOS and drivers should be updated to latest version.

Also, in Windows Update, it's telling me "Some settings are managed by your organization", which is strange, since this is my own pc.

Windows 10 Pro OS Build 19042.631

Solution
Your problem repeatedly reappears whenever you install Geforce Experience and you are suspecting it's hardware? Seems pretty common for people to have nvcontainer or "Program Manager" issues after installing that.

Here's an update:

Reinstalled Windows 10, but this time made it Home, not Pro.

Restarted pc 5 times, no issues. Also downloaded firefox.

Downloaded all drivers expect chipset from Mobo maker. Restarted 4 times, no issue.

Downloaded Geforce drivers with Geforce experience as well as the last pass extension for firefox. Also did sfc /scannow. Corrupt files were found again and fixed. Restarted and had the Program Manager issue.

Now why would I have 2 corrupt installs of Windows 10 right out the gate? Maybe an issue with my M.2 or the installation USB? I also don't think a non-windows program is responsible, since my older pc runs all these programs with no issue. On the bright side, the "Some settings are managed by your organization" is no longer an issue.

Edit: Problem consistently happens if I open any program, close it, than try to shutdown or reset. Will not happen if I just restart or shutdown immediately after powering on pc.

You know in retrospect it seems kinda obvious. I uninstalled Geforce Experience and restarted 5 times so far, no issues yet. Thanks for your help.

I still want to leave this thread unanswered for a bit just in case the problem comes back somehow.
