There are three ways.
One is to manually edit the Registry. (I'll list the keys that must be edited if you wish.)
The second is to use MSCONFIG (the System Configuration Utility), which can be launched at the Start/Run line in the GUI. However, certain items may not be accessible with this utility.
The third is to use a third-party utility like <A HREF="http://mlin.net/StartupCPL.shtml" target="_new">Startup Control Panel</A>.
Of the three, I prefer the third-party utility. It is the easiest to use of the three, and allow you to reinstate the files if you find at a later date that something you deleted happens to be necessary.
The utility is completely compatible with all versions of Windows going back to Win95.
