Program won't recognize disc in CD-RAM drive

I am trying to use the CD Writing Wizard to copy photo files onto disc. The Writing Wizard doesn't recognize that a CD-R disc is in the drive and asks me to insert a CD-R or CD-RW disc. When going to My Computer, the drive icon doesn't show a disc, however when looking at properties of the CD-RAM drive, it shows an empty disc is there. The program did work once(recognize a disc and write to it) after many tries, but is not recognizing a disc now. How do I get the program to recognize that a disc is there?

This is a new CD-RAM drive (HP dvd1140) that replaced the original CD-ROM drive in my DELL 4550. The old CD drive would no longer spin discs. The new drive has, as far as I can tell, been working fine.
