I pulled out the cord out of my PSU with the PSU button still in the ON-position (computer was off). I later plugged it back in the same way with the PSU button in the ON-position. Now my PSU is broken (tested it with a voltmeter and the paperclip test). Did my actions break my PSU and is it likely that my actions also broke other hardware? (I dont have a spare PSU and buying a new one just to test it out might be a waste of money if other components are broken 2 (not gonna spend much money on my old pc)).

its impossible to tell without being able to test it, yes your actions caused this to happen the PSU more than likely had fairly low end capacitors meaning that they blew as you gave it full power instantly without being full connected which is a bad thing to do, also it could of easily caused damage to the rest of the computer but most PSU's these days do come with some kind of safeguard inbuilt you could be ok but its impossible for me to tell without testing.
