R9 380 is around €270. You can not buy good quality PSU for €30 for R9 380. Impossible.

Impossible. You need to spend more money for both.
Get PSU from brands like Seasonic, XFX, Corsair, EVGA with 80+, 860watts or more

860W you say? i think i read somewhere that around 550w is recommended for the gpu? and i think that the evga superNOVA 550 gs is the perfect solution for me i just need parallels for it.

550 watts will work with Intel cpu. You may need more with AMD cpu depending on which one. The EVGA 550 GS or G2 are the best. No need to look further. If you plan to overclock you will want more power than 550 watts.
