a 400 psu is provided for this bulid but idk if i should i change it or not and i need your help also the OS is windows 10 pro 64x

Which "400" PSU? I'm not aware of any good units that are stated to be 400W on the nose.

A quality 400-450W range would be plenty sufficient for that build, but I would have doubts on the quality of anything labelled "400W".

400W would be plenty for that build like Barty said. But again, you have to take into account the quality. If you can afford to buy a higher wattage PSU you should. A higher wattage PSU would definitely help you out in the long run and if you are planning to upgrade your PC later on. Better parts will require better wattage to run well and reach their maximum potential. Those are my thoughts on it.
