PSU suddenly turns off, wont' turn on again.

My system spec Asus M5A97 EVO R2.0 AMD FX 8350@4.7 GHz+Noctua D15 HCG 750W Kingston Fury 4GB 1866*4 Zotac GTX 760 AMP Segate 1TB*2 TP-LINK Archer T9E AC1900 WiFi Card 1*140mm and 3*120MM fan Cabinet Circle Sleath My sytem get power off suddenly, and after 10-15 minutes ,
i am also clean the PC and all connection neat & Tight

If the PSU shuts down and won't turn on again until you have turned off the AC input switch for 10-20 seconds, it means that one of the PSU's protections got tripped and needed to be reset by completely turning the PSU off.

The most common cause is a failing PSU. If you have a spare known-good PSU or one you could borrow, you may want to try that.

if i left case open , and then start computer. it will work and no such problem occur. but when case close, it get power off suddenly.

That would suggest that your PC is overheating when the case is closed.

First check that all cooling fans are actually working.
If you see lots of crud and dust around the fans & other components then the PC is ready for a clean.
Buy an air duster and give the internals a good blast to remove the crud & dust.

no overheating occurring in case. i cleaned it and cross checking all connection , all connection tight.
i have one question arise , about motherboard grounding

2. Using a Multimeter, you can get a small voltage on the chassis or the motherboard plate.
i get positive result.

"Static when touching the case" would indicate a bad electrical ground between the case and real ground through the grounded power cord as there should be no 'static' to feel on a properly grounded case. You need to find where that bad Earth ground since failure to do so means that if a PSU failure ever causes live to short to chassis, your whole PC and everything connected to it will be at live mains voltage and become an electrocution hazard.

Not sure what you mean by "positive result" as Antec omitted the detail of from where to where. A voltage difference is meaningless without knowing what the reference point is. In any case, that poorly worded Antec page is about shorts between the motherboard, tray/spacers and other mechanical elements. If your issue was a short, it is doubtful that removing the side panel would make any difference.

For Electric safety purpose, i use Stabilizer 0.5KVA.
how to remove the static. (any idea)

The "static" (bad ground) might be in the building wiring, the power strip, the power cord, the PSU or whatever else might be in the path between the building's electrical ground rods and the PC's case. Try an outlet from a different room. If your kitchen stove has convenience outlets, that should be a good one to use since stoves usually have a dedicated cable run and breaker. If the "static" goes away, then you know that the broken ground is between the breaker/fuse box and whatever your PC plugged into. If you still get "static", then the issue is either bad building ground or bad ground between the plug and the PSU/chassis. In principle, if it is a building issue, you should be feeling the "static" from every grounded appliance with exposed metal when your PC is plugged in.
