This will suffice. As for overclocking, no matter what you do, you still have a CPU bottleneck. OC till 4.2GHz will be good.

i'm planning to buy a rm 650 would that be an overkill
and would i5 6400 bottleneck R9 380 strix 4G

The Corsair RM 650w is Tier 3, the one I gave is Tier 2, so mine is better 😉

Not Haswell certified though, if that counts. Under 100 dollars there are choices for great power supplies which are also Haswell certified, so C6/C7 sleep states don't have to be disabled.

Bronze efficiency is fine - provided the PSU has quality components. Both of these options do.
