Rosewill did have a moment several years ago. They started off selling some really nasty stuff. But 6-8 years ago, they had this run with Super Flower where they were selling a lot of really nice stuff (Capstone, Tachyon, Lightning). But Super Flower ended up with a closer relationship with EVGA after that and Rosewill started doing a lot of business with Enhance and the PSUs slid back to the "meh" zone.
