I have nfs Rivals and it almost runs at 40% of gpu all the time and 60 to 80 % of cpu on all of the cpu cores... i dont know y this is happening.. the cpu should work fine as it is better than the recommended requirements..... but i am getting 14 to 25 fps..... gpu is HD 5850

While that may be true, we have no idea if you've applied an effective OC, meaning that it is sufficiently volted. Also, as another reader previously mentioned, your fps results are on par with results from literature.

To validate your OC, run a Sisoft Sandra bench or similar and compare with results from other Q9300's @ 3Ghz.
Similarly, if you've OC'ed the HD5850, compare your scores to other scores and pay particular attention to quality settings such as anisotropic filtering, V-sync and anti aliasing and anti aliasing method as they have a significant effect on your frames per second when enabled.
If your scores are similar to those from others, then your OC is good. If your scores are under par, then revise your OC's and quality settings.

I hope this helps somewhat.
