I have the Dell Inspiron 560 http://www.dell.com/us/p/inspiron-560/pd

I want to play Guild Wars 2 on it.

On the website Can you run it, it said I have everything except the video card.

I want to be the XFX Radeon HD 5670 1GB DDR5 PCI Express (PCIe) DVI Video Card w/HDMI, DisplayPort & HDCP Support

Dell has always used under-rated PSUs. There should be no issue with his use of the HD 7750 on a 300W PSU. However, there are a few HD 7750s that require a 6-pin power cable. Avoid those.

i have to ask, if you're wanting graphic performance for gaming, why'd you buy a dell?
(not trying to be rude, just curious)

in all honesty, after researching the 7750 i found its a 75 watt (max load) card, and is pretty efficient, check your watts, and if you got some head room, then the 7750 is the way to go. You'll probably be fine with either card, i think those 400w requirements are assuming that your computer has components that are running more watts than what you're running.

It's OK, but Cooler Master makes everything good... except PSUs. I would recommend spending a bit more and getting this:

I've put these in several budget gaming PCs and they never fail. But you seem worried you can't run the HD 7750 with your present PSU. If you get the 550W PSU, you can go with a much more powerful card, if you are thinking that way.

Then go for the Cooler Master. It will be fine. I'm not saying it is a piece of junk. It is an OK $40 PSU. Probably the equivalent of the one in your Dell. According to the nameplate, it is about a 350W PSU in reality; 2 x 18A +12V rails.
