Question about windows tablets.

Are windows tablets fully functional pc-s or do they run some sort of mobile version of windows like phones?
I mean do they have folders, ms office, Mouse/keyboard support, ability to run older games like Heroes 3, etc?

windows tablets with windows 8/8.1 are fully functional PCs. they have support for keyboard and mouse too.
but dont expect too much on it for gaming 😛
