Question: Quiet and Cool GPU?

been looking around for a new graphics card once I get the money saved, What I'll be doing is higher end gaming on some not-so-latest games while recording.

My cpu is AMD FX 6300, Six-core processor at 3.5Ghz
8GB Corsair DDR3 ram (2x 4gb)
ASUS GTX 650 1GB
Apex case (27$)

I've been looking for a card no more than 600$ Canadian, aprox 400-500$ usd (googled USD to Cad, PC Part picker differences aren't so fluent) But the catch is I don't know what ones run the best with the better and quieter cooling. In other words I want something very quiet, nearly completely silent, I know the case influences this, suggestions would be appreciated as well, but primary focus is the card for now.

Side question, How cheap can you get for a quieter CPU cooler as an upgrade from Stock? and if i add fans are there any known for silence?

Well i mean if you really want it quiet then you should get an refrence R9 390 and cool it passivly. It'll have like 150°c, but at least it's quiet ;D
JK, but the r9 390 with a custom cooling design or a watercooling would be good
