Questions about temperature issues

I recently cleaned my pc because the temps we're higher than i would like, i did it by just blowing in the machine and cleaning the heatsink of the gpu and cpu with alcohol wipes to atleast get the temps down until i get my compressor fixed. Well, turns out cleaning it did absolutely nothing. CPU temps hover at 46 idle and GPU temps at 55 idle. While gaming gpu goes up to 80 and CPU up to 65-70. Also i've noticed FPS issues, i used to get 250-300 fps w/high settings in CSGO, now i get like 200 max with low settings + AA.

GPU -NVIDIA GeForce GTX 780 (MSI) 3GB

HDD -Western Digital WDC 2TB

Ram - 16,0Gt Dual-Channel DDR3 @ 662MHz

I have about 5 fans in my case. I dont know how many are intake or out take, how do i check?

I've always used a compressor, because i had a broken one lying around and fixed it, because its way more efficient than compressed air. It doesnt damage the components or create Static if its used from a distance.
