The publishers have to be cool with it. CD Projekt RED is indie, so they can do what they want. MGS is not indie.

There's nothing wrong with nudity. There is something wrong with gratuitous nudity. It's tasteless. Especially when they come up with some very poor, limping plot point to justify the nudity. If they would just own up to the fact that the character is just wank fodder, that'd honestly be better. But they don't. Kojima tried to justify it by saying she needs to wear a bikini to survive. And that's just dumb.
