I'm looking to build a custom water loop for my next rig and want to make the loop as quiet as possible without spending buckets of money.

The case I'm going with is the fractal design s and for the res I have selected this one:
Bitspower Water Tank Z-Multi 300 Inline Reservoir V2

I'm putting a triple 140 rad in the top of the case.

All I need now is a quite pump that I would like to attach directly to the bottom of the res and 3 fans for the rad and then 3 case fans. I would like to spend less than 100 on the pump and under 20 per fan and keep these components as quite as possible.

Sorry yea I wasnt clear, get 3 SP fans, also get a 360mm rad and put it in the front, I have an Arc Midi R2, pretty much the same case, and there is a limit of 55mm for fans and rad at the top. So yea, get 3 SP's and a 360mm for the front and the get 3 AF140 for the normal case fans, make sure they're all the quiet edition fans, should be about 23 dB. Otherwise get Fractal Venturi fans, they have 140mm SP fans but they're much louder at 30dB (corsairs SP fans dont come in 140mm)
Then get a D5 pump, they're all pretty quiet, if you get a combo res instead of the bitspower res you'll have much more space
