It is still capable of gaming, but it definitely is starting to show its age a bit, with high end graphics cards. If your GPU is on the weaker side, CPU won't matter much.

is it worth upgrading from i5 4690k (gpu gtx 1070ti) to r 5 1600 or is it better to go to 3600

With today's prices, if you can afford it, for a budget setup, and R5 5600 is the way to go. It will allow you to upgrade to a faster gpu, later on, without having to get a new CPU. For modern gaming, any will be superior to that i5.

For the money, this combo is hard to beat.

PCPartPicker Part List

CPU: AMD Ryzen 5 5600 3.5 GHz 6-Core Processor ($129.99 @ Newegg)
Motherboard: Gigabyte B550M DS3H Micro ATX AM4 Motherboard ($99.99 @ Amazon)
Memory: G.Skill Ripjaws V 32 GB (2 x 16 GB) DDR4-3200 CL16 Memory ($78.99 @ Newegg)
Total: $308.97
Prices include shipping, taxes, and discounts when available

The Ryzen 5 3600 is definitely faster, but the important thing would be to get you off of that LGA 1150 platform, so if its a big stretch to go to that 3600 over the 1600, just get the 1600, theyre both still much better than your I5. You would also have access to many more upgrade options for the AM4 platform those chips are on, including what is still one of the fastest gaming cpus, the Ryzen 7 5800X3D.

I would see this as a lateral move more than an upgrade. The plus side of this being, according to what motherboard you have or have selected to go with this might be able to update all the way to Ryzen 5xxx. The 4th gen Intel is a dead end in every way, including cost since the i7 retains so much of its value.

HUB did a revisit on the subject quite some time ago. In modern titles, the R5 1600 can beat a 7600k, due to the 4c/4t limitation.

I don' think anyone would doubt that, if nothing else the bus and RAM speeds being higher along with the extra cores. In spite of that performance difference, this is still a chip to replace in 2-ish years assuming the desire for W11 support. This aspect leads into the real bonus territory based on my comments about updating on a compatible motherboard.

If I was looking to pay retail for a 1600 as opposed to keeping the 4th gen Intel the only way I would spend the money to do so would be it being cheap and able to do so.

Gotcha.

What about the compatible motherboard? The DDR4 RAM that will be required? The probable new cooler? Should we also guess that there is a GPU already in their system?

What market is OP shopping in?

This 1xxx upgrade could cost a lot depending on factors we don't know. One would like to think it's a combo deal but that is also assuming. And while we are at it, what is the availability of newer equipment in this unknown market?

OP asked a question, and got various opinion based on what we were given. in mine, I would only make that change if the upgradability was there and this was mostly complete and cheap. Otherwise, it would be smarter to go newer.

They stated that they have a 1070ti. I do agree we could use some more info. I personally wouldn't do the R5 1600 route, unless all the parts were a really good used deal. The R5 5600 is just such a good deal, right now, that it's hard to ignore. On a very limited budget, it would be my pick.
