I agree. I've got a ryzen 5 3600, but I once owned a ryzen 1600, and a 1700x at one point to. I can tell you from experience that the ryzen 5 3600 is quite a bit faster than both of those chips in my opinion. I'm running the 3600 at stock settings now but had the 1600 and 1700x overclocked.
I've sold both of the other processors. Currently I've got the 3600 paired with a 1660 super and it seems to be happy.
That said, you could probably get away with getting the 2060, and seeing if you can overclock the 1600 a little until you can upgrade. With ryzen 4000 series coming out soon, I'd expect that the 3000 chips may drop in price. So if you can get a 3600 for say 140 or 150 when new stuff is on the way in.
