R9 290 for 100$ ??

I saw this guy selling this Gigabyte R9 290

the graphics card has this colored tint, Can you please advise what this kind of problem is called if there is a way to fix it ?

EDIT: Saw some videos on solving this problem with heat gun ? how good will that be ?

No it's not worth it. The card is obviously faulty and or dying.
