R9 290 locking clockspeed at 300mhz under load

Hi,
SInce a couple of days, i have a problem where my asus DCU2 R9 290 will, when under heavy load, lock the clockspeed at 300mhz, and the memory clock at 150mhz. When googling around, you find people having a similar problem when overclocking, but I am not running any overclocks, and i'm on a fresh version of windows (installed today), running the latest radeon drivers (version 17.4.4)

When opening a game, the clockspeed dials up to 1000mhz, but when the load gets heavy, some aftifacting apears, and the gpu is suddenly locked to 300mhz, which looks like this: http://gpuz.techpowerup.com/17/06/21/ce9.png
I was wondering if there is anything i could do to fix this problem. It might be worth noting that the problem started occuring when i was running ethereum mining software, which likely has something to do with the situation.

If there's any fix, i'd love to know, since i can't run any games right now.

rest of the rig is a i7 4770k, 16gb ddr3 hyperx 2400mhz ram, a 500gb 850 evo, an msi z87-g45

Does your card have dual BIOS? I've basically got the identical card as you, except mine is a 290X and it has a small switch on the top of the card near the mounting bracket to switch between the two BIOS settings. If your card has the same, try the other setting and see if that helps.

Update, I just had a look at my card, the switch is easy to miss and it's not as close to the bracket as I thought.
