So I spent some trouble shooting why my games would keep crashing, and as it turns out new drivers are the problem, but when I change to older drivers, a different problem occurs, games lag intensely despite my computer being well over the games recommended requirements, anyone know a possible working driver for the R9 390 or a possible solution to the lag?

ergh, windows 7 - man you got to move with the times!
I was a huge fan of windows 7 and very hesitant to use windows 10, did a dual boot. Found out that I never went back to windows 7.

You still didn't state if you used DDU or not, because if you didn't you are wasting everyones time here as well as your own.
Windows 7 is now a dead platform, granted things still work on it, but it is "dead" so you should move with the times. At least you get DX12 with Windows 10.
I still run my r9 390x and i've only ever had one driver problem for Overwatch, which was nasty - constant crashing.

Download the drivers you want to use, maybe go back to beginning of this year, and the most modern one.

The best thing to do is get DDU from Guru3d.com and uninstall the AMD drivers.
Then install the Drivers you think is best for you to try.

I've tried a few different versions of the drivers, I tried one from the first release of Adrenalin, and it lags, but the most recent just crashes the games, I'll keep trying different drivers and let you know if I find one that works.
