Radeon 4350 overclocking

Hi I want to know can I overclock Radeon 4350 at 700Mhz or higher I have at this card passive cooling and temps are 30 celcius so I want overclock this card at 700mhz or higher and temps must be 50Celsius-60

Well, with passive cooling, I don't recommend going too far with overclocking. Even with my active cooling going 100MHz more results in 15-20 celsius in standby. (it gets to 80 when under load).

I want overclock my gpu with ASUs gpu tweaker or MSI afterburner but I can't beacause it's say's I don't have driver or some thing like that

Go to the file location of your msi afterburner and find MSIAfterburner.cfg (text file). There you will have to scroll down untill you find UnofficialOverclockingEULA and UnofficialOverclockingMode.
Then edit:
UnofficialOverclockingEULA = I confirm that I am aware of unofficial overclocking limitations and fully understand that MSI will not provide me any support on it
UnofficialOverclockingMode = 1

But did somebody know how can I make volt mode for radeon 4350 for OC when I need it I don't know correctli but did somebody know did I need volt mode for oc over 650 mhz

I don't understand what you mean... If you are talking about increasing voltage, do it only if your gpu gets unstable.
