Radeon 8500 video card hardware problem?

I have a Radeon 8500. ( I know its time to get a new card but I'm cheap) Here is my system info:

I play Delta Force Black Hawk Down and Savage. After I installed an auto update on BHD the game has become jerky. My ping rates are low, I use a cable modem, but it seems like when I run or do any type of quick movements in either game it hesitates every couple of seconds.
Could this be a hardware issue? I have reinstalled the game and it does the same thing, it is impossible to play any games like this. I have had some system locks recently that have made me turn the power off to reboot the machine and I am wondering if this has effected my card in any way? Or is it just past its prime? The card worked fine with the above games until I updated BHD.

Defrag, run msconfig and disable any unnecessary startups, reinstall the game. Try each in that order.
