Radeon HD 3870x2 fan speed adjustment?

I'm having an overheating issue with my Radeon HD 3870x2, it's idling at about 74C and he fan refuses to turn on unless I set it manually to a fixed speed in rivatuner. The problem began when I formatted and installed windows 7 x64. Once I get the fans running it returns to a reasonable 45C at idle. Any idea how I can fix the automatic speed control?

Yes, they are already installed

could be bug in the driver preventing the fan to work properly? in any case you can try using software like MSI after burner to make your own fan profile instead let the driver control the fan speed.
