Radeon R9 270X won't power on

Hello - I am having problems with a new desktop computer (my first build) that I believe to be related to the video card, an AMD Radeon R9 270X. All the parts in the computer are new; the motherboard is a 970A-D3P, the power supply is 520W, the processor is AMD 6300FX, I have one stick with 8 GB RAM. All parts in the computer except the video card appear to be operating when I turn on the computer - the motherboard beeps, the cpu fan turns on, the case starts up, etc. The monitor, which is also new, gives me an error message saying that it is receiving no signal from the video card. Everything appears to be plugged in properly, and I have made repeated efforts to ensure that all power cords are connected properly, that the cord from the monitor to the video card is connected properly, etc. The reason I believe that the problem lies with the graphics card is that it shows no signs of starting up - its fans don't start, for example. What are the next steps I should take to figure out what this problem is and to resolve it?

Both of the PCIE cords appear to be firmly plugged into the R9 270X, using only 6 pins on the 6+2 PCIE (there does not appear to be a slot for the other two pins). The power supply I am using is a Seasonic S12II "Bronze" 520W.
 
One thing I noticed that I think I should note - when I turn off the power to my computer, the fans on the graphics card move back slightly. So they may be getting power, but I'm not sure why the fans wouldn't turn on when the machine turns on if that is the case.
