Finally ... back to you, twc. Thanks for your patience, and for sticking with the thread, even when it went around in circles!
In your situation ... I'd start from scratch. I'd remove <i>all</i> traces of the ATI drivers, and reload the standard VGA driver. You mentioned having a Voodoo card ... get those drivers out of there, too. You might have a conflict between the two, because the ATI card doesn't support "Glide". This might, repeat might, require you to format and reinstall the OS, if you aren't comfortable with editing the Registry, or don't have some kind of utility that can do this for you.
Next, I'd check my BIOS settings. I don't have many details about your system, but you may be able to adjust the AGP aperture settings, enable Fast-Writes, or change the AGP driving value. If you need more information about any of this, or how to do it, let me know, and I'll post some links for you.
Then I'd reinstall DirectX 8.0a, just in case some of the files are corrupted.
Finally, I'd reinstall the video card drivers. Run DXDIAG at the Start\Run line to test the display. If your monitor and video card can handle it, (at your preferred resolution) I'd set the override DirectDraw Refresh Rate to 85. That is located under the MoreHelp\Override tab.
Now run the benchmark. Post back here, afterwards, if the test won't run. And if it's not too much trouble, some particulars about your system could come in handy. Certain kinds of hardware can cause conflicts, and it can make a difference which OS you are using. When it comes to the information needed to troubleshoot a system, the more you have, the better.

P.S. If you are still running a system that uses a PCI card, have you considered an upgrade? (NOT a sarcastic comment!) I'm sure that you read noko's comment, which might be very relevant for your particular card.
