Rainbow Six Siege Frame Drops

I bought rainbow six siege and i can play it easily at ultra settings at 100+ fps including explosions and intensive building destruction, but at some random points in the game my frames will drop to 20-30 for about 15 seconds then go back up to 100+ and i don't know why, at first i thought it was just the spot i was in but as i went back, nope everything was fine so i waited for it to happen again as i was playing and it did so i checked my Vram on my Gtx 970 and it said 2509 out of 4000 so it wasn't reaching max and my CPU usage was only 78%, so why could this happen could it just be the game? do any other people experience this or is it just me?

Never Mind i have found the issue but i don't know why this occurs so my gpu usage will go down to 18% for about 15 seconds for some reason but i have fixed it by puting it on prefer maximum performance rather than adaptive performance
 


Not overly considering i don't know a good voltage at 4ghz, i was going to undervolt it to the fx 8350 stock voltage but i'm not too sure.
 
Undervolting should make quite a difference in power draw. You can even do it at stock settings without underclocking. I'd say getting the FX-9590 for a cheap board like the 970 Extreme wasn't the ideal move, but keeping it alive is the most important thing.
 
Anyways, my prediction is that your CPU is throttling. What's happening when you drop in framerate is your CPU starting to move down in clock speed, quite heavily too probably. So what you'll see is that your CPU clock speed will go from 4.0 Ghz down to 1.0 Ghz ranges. This results in poor CPU performance and inconsistency in games. Why? The 970 Extreme3's VRM cooling isn't enough even at those clock speeds. The temperature at 50 degrees sounds fine, but that doesn't mean the VRM cooling on the motherboard is doing fine too. Could try underclocking and especially undervolting more.
 
Set multi in the bios to 18x (3.6Ghz), turbo off, voltage to 1.3v or less, set memory to DDR3 1600- should bring power close to 95w with decent temps and will greatly reduce or eliminate throttling.

Okay i have changed everything, i will try a throttle test and see if my system throttles
 
I wouldn't do that. Just sell the FX-9590 if possible and get an Intel-based build, or wait for AMD Zen to arrive.

AMD Vishera hasn't been competing with Intel for years now. Don't buy any of their products in 2016, as they're fail products compared to what's available today.
 
I only bought this because it was a lot cheaper than some Intel products, i bought it for £150 and i was either going to get that or skylake and i chose that because i could only find a skylake for about £200 and i was on a budget so i wanted to get a beastly graphics card.
 
Certainly not healthy for such a motherboard. High end 990FX motherboards aren't cheap either, so if you'd get one I'd rather say save up for Intel Skylake.

You could also build with an i5-6400 + B150 motherboard, install the right BIOS and BLCK overclock your CPU. Would cost you about 250 pounds, also going to need DDR4 memory though.
