Question RAM and Fan Issues

I have an AsRock x470 k4. I have 16gb 3000 RGB Corsair RAM and it is not lighting up. Does it not light up automatically, or is that a problem. My GPU and CPU fans are working
so I think they are fine. My monitor says No signal after plugging in the DP, Power, and HDMI cords. Additionally, my Deepcool RF120mm RGB fans do not seem to be working when plugged into my motherboard.
This is my first build, very excited to get it working soon, Thank You!

RX 460 (filler for now)
16gb 3000 Corsair RAM
Phanteks P350x
Corsair 750 Watt Silver
5 pack Deepcool RF120
2tb Seagate HDD
Adata 512gb NVME
