Edited to what I think you mean.

8GB of RAM is plenty for light use and lower-end gaming. If you're trying to play any recent game then I'd heavily suggest 16GB of RAM. The storage you have is somewhat irrelevant in this case. SSDs are not even remotely close to being as fast as RAM nor do they have the extremely low latency. SSDs are definitely better than HDDs but are hilariously slower than even extremely budget RAM.

If the goal of the question here is that you're trying to decide on upgrading to 16GB of RAM, and currently have 8GB, then I'd thoroughly suggest it. If you have no RAM and are looking at purchasing RAM then I'll tell you what I tell everyone: Capacity > Speed. Having more RAM is far better than having very little very fast RAM.

As far as software goes RAM is really only important if the software is using it. A word processor is going to use very little RAM while video editing software can, and will, gobble up everything you throw at it and then some. So, for software it really depends on your use case. I can tell you that Chrome will quickly use up a lot of RAM with multiple tabs open but even still 8GB of RAM is plenty for that use case. Gaming is really where you should consider getting more RAM.
