Hello
What Ram is easier to overclock from 3733/17 Or 3200/16 both are at equal price. Theres also 4000/cl20 for same price $70ish

My goals trying to reach 3600 CL16 as much as possible without spending $20 more

Build:
b660
i3 12100f

What is the make/model of your motherboard?
Your ability to run ram at high speed may be impacted by using a non K processor.

Is there some performance issue that needs ram overclocking?
Usually, Intel performance is not much impacted by ram speeds.
(Integrated graphics does respond to ram speeds)

Faster ram is better binned ram so I would expect they would be easier to be toned down than to try to boost slower binned ram.

You are better advised to look elsewhere for performance.

GIGABYTE B660M DS3H
i3 1200f
rx 6600

I didnt purchase the build yet.
What faster ram you prefer i consider 4000mhz ram or 3733mhz

Do not be obsessed with ram speed.
Excepting integrated graphics(not applicable with a F processor) real app performance with Intel processors is not much impacted by ram speeds.
Think low single digit differences.
Here is a link to the motherboard ram support list for your motherboard:
https://www.gigabyte.com/Motherboard/B660M-DS3H-DDR4-rev-10/support#support-memsup
On the list, it notes:
*When running XMP at DDR4 3200 MHz or higher, the system's stability depends on the CPU’s capabilities.
Your first requirement for ram should be to buy enough up front.
Adding ram later may not work properly.

Today, I think 3600/18 speed seems to cost about the same as lesser ram.

FWIW, I would pay some $25 extra for a non F processor.
Invaluable insurance for discrete graphics card issues.
