I've been working on this build:

It doesn't succeed POST. After troubleshooting (including the common problems guide here about no boot/no video and several rebuilds, including caseless), it seems to indicate a memory issue. No RAM, I get 3 POST beeps. RAM in, no beeps. Doesn't change whether or not I have other things in the case. I've tried both sticks in, and only one stick in either slot.
I generally accept Partpicker's compatibility ratings, but what has me concerned is that the Motherboard manufacturer's own website doesn't list the RAM ( http://www.asrock.com/mb/AMD/FM2A88M-HD+/?cat=Memory ). I've tested the RAM in other PCs and it works wonderfully.
Additionally, some research suggests that this Motherboard's BIOS doesn't support the CPU as-is out of the box; it requires an update. Elsewhere others have suggested this as the problem (and it now appears on Partpicker's compatibility notes, but wasn't there in the past), but would this be manifesting as what appears to be a memory issue during POST? Or is it that I have both a memory AND CPU/Bios issue to deal with?
Unfortunately my only other PCs are company-issued and don't have compatible parts (CPU) for swapping, so I can't try the swap method for my build without buying new parts, which kind of defeats the purpose. I'd rather not buy a new CPU, Mobo, and RAM just to determine where the problem is, but I don't know if there's anything else I can do.
Any advice is appreciated.
Edit: Also tried pulling cmos battery.
