Question RAM just being weird

I just got these parts today.
While looking at my CPU, a few pins were bent. However, I was able to use a plastic tool to get them back into place, and eventually get it so that the CPU could fit in the socket.
Continued to install the rest of the parts, hoping that it would all still work.
Didn't work on the first boot. Tried a few times. Then I tried taking out one stick of RAM and it booted! Successfully went into the BIOS. Tried both sticks again, still doesn't work. Swapped the sticks, and that works as well. I've tried the sticks on slots 1/3 and 2/4. It works with just one stick on slot one or two.
While doing troubleshooting, I also found out that both sticks are showing up and working when on slots 1 and 2. They don't work when in slots 3 and 4.
Any tips are appreciated!

Update your post to include full system hardware specs and OS information.

Check the motherboard's User Guide/Manual. Some motherboards require that the first physically installed RAM be installed in a specific RAM slot.

Are you sure that the two RAM sticks are from a matched kit for dual channel use?
 
What's the version number of the RAM?
