RAM keeps maxing out.

Hello I built my own PC about 2 years ago.
Specs

Had windows 7 upgraded to 10

120GB Kingston SSD for Operating System

2TB Harddrive for games/movies

Nvidia GTX 780

Intel I-7 3.4 GHZ

16GB of Ram

Computer was running fine the whole time until about 2 months ago. I got a virus in my computer and ads popped up everywhere. It was bad. I booted in safe mode got malewarebytes and Bitdefender. Malewarebytes got everything out and all seem fine.

But now at least once a day my Ram maxes out. It goes to 15.9 out of 16. When I look at the process and applications nothing is using more than a couple hundred megs. It gets aggravating the only thing that fixes it most times is hard resting. Sometimes that does not work twice it has booted that slow and bogged down.

I have wiped all harddrives and reinstalled the system even back to windows 7 and no fix.
Can Ram mess up like that? or is ram one of those things that either works or it does not?

 
it sounds like you have a memory leak, See what program is using up all the ram in the resource monitor. I would get spybot 2, run a rootkit scan. Also
Go to system properties, then advanced system properties>Advanced tab>click change performance settings
once in that screen go to advanced, at the bottom where it says virtual memory click change, then check automatically manage paging memory for all files.
 
did you wipe out the other partition ad well?

how about safe mode? it leek ram as well??
on task manager click "show processes from other user" does it show the ram leak process?

what is your installation media? usb flash drive, dvd?
