RAM prevents my laptop from functioning

It doesn't happen a lot but for some time now since may I believe my ram has been acting strange and sometimes when I use too much of it when it drops below 1gb various programs will stop working and errors that don't even happen will come up just because of low ram this hasn't been happening a lot only since may if I remember correctly. Other problems that have started happening since then was I couldn't get games to fullscreen also I couldn't fit the screen resolution to how it was alays but I fixed this somehow. Now I have a software called Advanced Systemcare Ultimate 11 which greatly helps my pc when ram starts causing trouble I use this tool called smart ram which clears the ram but sometimes this doesn't help because right now and it has happened before ram doesn't let my laptop use it and causes massive errors to all the other programs that I try to run or are running now it says some aren't installed and errors that have never happened before.. I don't know what to do also I can't run Advanced Systemcare Ultimate 11. Oh yeah I have 3,16 gb of ram and when it doesn't use at least 1,50gb then it's a problem. or when it uses more than 2g.I use this program called WhatPulse to check laptop information please help.

The problems you have are because you have very little ram. 4gb is the bare minimum. And you are running out of ram, which is why the games are glitchy.

Please give your laptop model so we can have a look.

Also, i'd remove that Advanced system care app. 3rd party apps can hog resources. There is nothing in that app you can't do yourself on the laptop.
