Ram size, cpu clock not the same as it's shown in the bios.

Hi......
I overclocked my CPU to 4.8 GHz And when I go to the system properties it shows that its only 3.8 GHz.
I have 8 GB of ram and it says that only 6.23 GB is usable.
 
Solution
Great! That was going to be my next suggestion.
I think is a bug with Windows 10, memory gets allocated to phantom hardware.

I changed it https://ibb.co/iVNCoo But it was something about the virtual memory, It increased the virtual memory but it did nothing to the physical memory.

I just fixed it, I did the same steps but I unchecked the "maximum memory" box and it worked. Thank you for helping me.

The cpu is not a problem, its just the windows, I downloaded msi afterburner and it shows that the cpu clock is 4800 mhz.
