RAM usage extremely high in task manager, process values do not add up

My RAM usage in task manager is hovering at 85% when only an internet browser and steam are open. Whenever I open a game or other application I get a very low framerate and I think this might be the cause. I did mess around with the page file one time while I was doing troubleshooting for another problem. Would this have any effect on my RAM usage?

Solution
Those virtual memory settings will slow down your system considerably. Setting page file size too high will do that.
Set min/max to 16mb on C: and min 1gb / max 8gb on D:

And your ram is running @1333mhz, when it should be @1600mhz. You can change that in BIOS.
8gigs is kinda low wor a gaming system.
What exactly did you do with page file? Can you post screenshot with virtual memory settings?

And it seems, that your ram is running at lower speed than it should be.
Can you post screenshot from CPU-Z memory and spd sections?

And there seems to be a problem with your toshiba hdd - it shows 8 pending sectors.
 


Thanks for responding. My HDD is failing, I already ordered a new SSD, but I guessed that this RAM problem was unrelated.
