Basically, keep lowering speed and loosening timings until it works IF it works. Being a matching, but not matched set could be the whole issue. Do these exact sticks show on your motherboard QVL?
Making assumptions that since you have tried timings and such the PC will at least boot to BIOS. Can you get into Windows?
If so, install CPU-Z and jot down some of the JDEC/XMP timings and voltage shown there for the lower speeds and use those.
This is what I was able to find. Am I meant to set the frequency to 1600MHZ?
