Random audio stutters and FPS lag spikes / RAM related issue ?

Hello :)

It is time that I create my own thread after reading through many threads that are similar to my problem but not quite the same.

I have been experiencing random audio stutters and fps lag spikes every now and then in almost all of my games, it wasn't a big deal since it didn't occur as often, until I started playing The division, even on the lowest settings.

I've been monitoring everything via Task manager, and everything seemed fine other than the Memory reaching 80-90% usage, so I used Resource monitor for more details...

Memory usage while idle:

Memory usage while playing:

I'm not familiar with how RAM works, but I have a theory which might be wrong :)
Since the game's minimum memory requirement is 6GB and I have 8GB of memory,
2GB is used by the system + 4GB while playing which means the game is only using 4GB while the minimum is 6GB, so that got me wondering if my RAM isn't enough, unless it is something else thats causing this issue.

Help and suggestions would be much appreciated.

My build:
Cpu: Intel core i7-3770
Gpu : Geforce GTX 960 4GB
RAM : 8GB
Mobo: msi ms 7788
SSD: playing on a SATA 3 SSD which is connected to SATA 2 port

Interesting. My first thoughts went to VRAM, then to storage, and now I'm wondering about your memory theory.

After some cursory research, some people report high VRAM and Memory use while playing The Division, which could certainly cause stutter if you're running low.

I guess a couple questions:
1. Any way to lower your base system RAM usage? Any unnecessary programs on startup that you don't need? I wouldn't waste my time with any programs marketed to offer "gaming modes" or optimizers. You can do all the necessary tweaks yourself.

2a. You say the graphics settings don't change the stutter at all? How about the Texture setting specifically?
2b. If no, does the stutter happen right away? Or does it take a few minutes of playing?

Now, The Division seems to be an infamous resource hog, but you mention you get these audio stutters and lag spikes on all other games? Which games noticeably have similar issues?

1. Nope, It is something used by windows that doesn't even show up in task manager and can't be stopped.
2.b, the stutter happens randomly either at the start as in loading lag or when entering y new city, seeing an explosion, and many actions happening at once. sometimes it happens while just running around with not much going on.
3. The division has been the worst out of all, but here are the other games: Dayz, Payday 2,and Warhammer vermintide 2
