I wasn't sure what the "Information Bar" was, but googling it seems to say it's the yellow bar that sometimes pops up near the top of Internet Explorer. I don't use IE so I wouldn't know.

As the article says, default beep happens for many reasons.

It's cool if you want to just understand what's going on, can't really help unless you pick out what sound it is, but more importantly, what exactly you're doing when it happens and if you can figure out the pattern of what you or the computer usually does when it happens.

If you can't figure it out or no one can give you an answer and you can manage some basic video editing, I guess in the end you could always use some screen recording software while you're on your PC and when it happens, clip out that moment with some seconds around it so we can hopefully see relevant context.
