[SOLVED] Random "freeze" while restarting

Hi. I'm gonna try to explain what's going on, he. Sometimes, 1 of 50 times, when i restart my PC, this freezes up and i have to unplug the computer from the wall. If i try to restart pressing the restart button it restarts but gets stuck anyway, and if i hold the power button nothing happens. I tried two motherboards, two graphics cards, two PSU's, i didn't try another CPU. The memory and the M.2 are brand new, and this started to happen after one of these two buys.
The question is: What could it be the problem?
