Random Freezes and Chops While Gaming

Setup:
Mobo: MSI H81M-P33
Cpu: Intel Pentium G3258 Haswell Dual-Core 3.2 GHz
Video: MSI GTX 950 2GB
HDD: 595GB Samsung 7200RPM (Old/used part)
Power Supply: Again old/used, not sure of wattage or brand. Enough to power system.
Cooling: Cooler Master Hyper 212EVO
Memory: Samsung 8GB
Windows 10 64-bit

Not sure what is causing the problem but in many 3D games, (Rainbow Six Siege, Bayonetta, Rust, CS-GO, Batman: Arkham City and even Minecraft) I will get random short freezes and stutters where audio will cut out and video freeze for less than a second or more. Other than these sporadic moments the games are smooth ranging 45-120fps and above making me believe it's not my video card's fault. Rather maybe the dual core CPU or old Hard Drive. Along with gaming freezes sometimes in YouTube the video will freeze up completely causing chrome to crash while mutlitasking or even just watching. I need some suggestions on which part(s) might be the culprit and which to replace, or other possible fixes.
 


I installed the PSU and noticed an increase in performance slightly, mostly in the older titles, but the new ones like RB6 still chop quite a bit. I'm fairly sure the it's not the PSU that's causing this and maybe the hard drive, cpu, or ram. Any suggestions?
