Question Random Lag & FPS Drops ?

Here are my complete specs:
GPU: GTX 1060 6gb
CPU: Ryzen 5 3600 (Max 4.2ghz)
PSU: Be Quiet! 500w Bronze
Motherboard: Gigabyte B450m DS3H
Ram: 2x8 Corsair 3200mhz (Forgot the exact name.)

What I already tried:
  • Cleaning Windows installation
  • Updating every driver / firmware (GPU, Chipset, my SSD's using the Kingston Magician software.)
  • Disabling a few BIOS power saving features
  • Tweaking the NVIDIA Control Panel 3d settings
  • Overclocking my CPU / GPU (Also experiencing drops with no overclocks at all.)
  • Tested my RAM with MemTest (No errors found)
Went from a 1650s to a 1060-6gb recently, I have been experiencing FPS drops on both cards. My CPU also does not seem to be the problem. My RAM was also tested and no sign of any failure. The only 2 things I suspect are 1: My PSU, 2: My motherboard
Both are cheap quality but could they really be the cause behind all of those micro stutters / FPS drops?

Are there ways to test my motherboard / PSU ?
Any suggestion would be greatly appreciated!

how old is the "Be Quiet! 500w Bronze" if more than 2-3years its probably that as ways to test more expensive to test than buy new PSU its only a £40 PSU

I've had my PC for 2 years, so technically the PSU is 2 years old. The model number is SU9-500W.
If I replace my 500W PSU by a more powerful one / better quality one, the stutters might stop?
