Question Random PC stutters/freezes

So I was playing just fine for months, but randomly freezes and stutters appeared out of nowhere.
PC would freeze and I needed to shutdown the PC by holding the button to turn it off then on again.

I found out my USB sound card was the culprit of the freezes, since it never happened again after I removed it.
I can't get rid of the stutters tho, I've formatted multiple times and cannot get anywhere near fixing it.
Why would it start stuttering out of nowhere ? Without touching any settings ?
My temps are fine.

CPU : RYZEN 5 7600X
MOBO : B650 AORUS ELITE AX
GPU : RTX 4060
RAM : DDR5 TRIDENTZ 6000mhz 32GB (2X16)
PSU : BE QUIET 750W PLATINUM
M2 : 980 PRO AND 980 BOTH 500GB

Is AMD's E.X.P.O enabled in BIOS?

I've formatted multiple times and cannot get anywhere near fixing it.
Did you recreate the installer to rule out a corrupt installer? Did you reinstall the OS in an offline mode? As for your platform, you're advised to install all relevant drivers for your system in an elevated command, i.e, Right click installer>Run as Administrator soon after you've installed the OS in offline mode. One ore thing to note, you should only have the drive you wish to install the OS onto, connected to the motherboard, while all other drives are disconnected.

I'm on the f31 , should I try going on the latest even tho it's beta ?
Weird that it stutters still, why would it randomly require a bios update ?

EXPO is enabled yes.
I did recreate the installer each time yes.
I did try both offline and online reinstall.
I'm about to go back to w10 AGAIN, since w11 were a completely failure.

Still stuttering, I'm out of ideas.

Stuttering is caused by a temporary lack of a critical resource. Usually cpu, but on occasion, insufficient ram.
What might have changed since all was well?
Perhaps a bad windows update.
Perhaps interference from a higher priority app. Discord, for example, or nvidia experience.

Perhaps a virus or malware?
Look in your installed program list for anything recent or unknown.
Consider using system restore to reset back to when all was well.

I can't use system restore because I've formatted since.
I suspected the windows update aswell, but can't say which one.

EDIT : As I mentioned on the first post, PC was freezing randomly and I had to shutdown via the power button when it happened, I solved it by removing my usb sound card. But stutters did not go away.
