Random ping spikes and connection loss.

Recently had issues with my internet. Its only noticable when im playing games So i couldnt tell if its happening to my phone and other devices.
When i ping google in cmd i get this

Ingame my ping randomly spikes every 5-10 seconds from my normal 70 to around 300-400 or 120-200
Been having this issue for 4 days.When i tested my internet speed yesterday it took a couple of tries in which i got a ''no connection'' error but when it worked it was around 18mbps down 9-10 up now im getting 5.6mbps download 1,8 upload.
 
Can you try a wired connection to your router? Or try another computer, even a borrowed laptop? If problem happens on more than one computer, that 99% rules out computer issues...

Try another router...

If problem persists, it is possibly outbound ISP issue....

Ill be getting a new router set up around 17th of july and ill have the router moved to my room ill try wired then. I have 3 laptops in my house all of which take around an hour to power on (they are not mine my family dont know how to keep their stuff working). I tried checking for windows updates. I updated windows around 2 weeks ago so i didnt expect there to be another update out but there was so after i updated i deleted everything in %temp% and prefetch folders and im not having issues anymore except a small amount of uploading packet loss. Out of curiosity if its an ISP issue what would i typically do?
