Question Random pixels appearing in games and apps (RTX 2080)

I've recently noticed an issue that I think might be related to my GPU hardware, but I'm not entirely sure. When I use some apps, such as Nvidia Geforce experience, Steam or some Windows apps, I've noticed random pixels appearing in the applications and moving around, ranging from white to various colors. These random pixels started appearing in video games as well, some look better, others look worse. This problem does not appear in browsers, text or videos, just some apps and video games so far it seems.
I've tried rolling back to older version of nvidia drivers, then re-installed the newest version again, restarted pc a few times, switched to different HDMI cable and port, but nothing solved the problem yet. I'm wondering if it's a hardware problem and my GPU is dying, even though I've never had overheating problems, or if it could be something fixable.
Here's a link to screenshots of how pixels look like:

Your specs seem to be OK to me, but which PSU brand is that ?

Anyway, to narrow down this issue, remove the GPU from your system and try using the integrated graphics processor/iGPU instead to boot the system. I presume the 9700K comes with an UHD Graphics 630, so you should be able to use this iGPU.

Of course, you won't be able to play graphic demanding games on the 630, but you check all the Windows Apps and other gaming client software. If there are no visible pixels, then most likely it could be GPU VRAM issue, though I'm not fully sure.

I'm not sure if integrated graphics are available for my pc, at least it doesn't show up in Device manager under Display adapters (only 2080 shows up), is there a way to check otherwise?
As for the PSU brand I'm honestly not sure, I couldn't find a specific brand name based on my pc build (which was purchased prebuilt).

It seems you a compact desktop PC made by MSI. It should have an onboard graphics port since it is based on Z370 chipset, unless I'm mistaken.

https://www.msi.com/Desktop/Trident-X-Plus-9th/Specification

Did you edit your post, because the MSI Trident X Plus 9SE-058EU desktop PC was not listed before IMO, or maybe I overlooked.

But anyway, the device manger is showing up the RTX 2080 because you have plugged the monitor/TV's cable to the GPU port. Remove the cable plugged into the GPU and then use the onboard graphics to boot after connecting the monitor's cable to the mobo's port.

There are other ways to disable either of these 2 graphics, but that process is a bit complicated and requires some BIOS tweaking as well.

Yeah I did edit and add PC's name a little bit later realizing I forgot to do that at first, sorry about that.

Thank you for your suggestions.
Other than that, I think I'll have to try that when I can, the only question for me is, would that also require enabling integrated graphics option in the BIOS when booting pc before switching port or would that be enabled by default when GPU is not connected?

The integrated graphics option should be enabled if you plug the Monitor's cable to the igpu port, and not the GPU. If it doesn't then try enabling it in the BIOS.

Ok, so I've enabled integrated graphics in BIOS and plugged into motherboard's HDMI, but my monitor still shows no signal, so unfortunately I wasn't able to boot my pc with integrated graphics to check if the same problem still exists.
