Question random white screen on windows 10 PC

Yesterday i upgraded mobo, cpu and ram on my pc, but the monitor has been going randomly white, and i had to hard boot it.
It once went white when i started to download a game, and once when i opened cmd
specs are i5 9600k, gtx 560 (lol my gtx 1060 is broken) msi z390 a pro mobo and crucial 16gb ram

What PSU do you have? And how old is it? It might be that yours is too low.

the brand is modecom and its 530w and im not sure how old it is

Apparently that is not a good PSU. However, before I suggest upgrading
In the BIOS, look for the power information. Can you see how many volts it is giving on each voltage rail? For example, if the 12v rail is only giving 10v, it is bad.

I will check that but i noticed that when i had the gtx 1060 installed in my pc, the pc didnt start, it just tried to restart itself, but when i put the 560, it boots to desktop but then the white screen comes randomly

Ok well seeming as you can get to Windows, if you are unable to find it in the BIOS, download a program called CPUID and see what the voltages say there.

I think i found it in bios, there is system 5v and it says 5.200V, system 12V and it says 12.192V

Well that sounds ok. Try CPUID as well as it might change with Windows running.

there is also a whistling noise coming from the pc and when i tried to get into windows it froze on the manufacturer logo
